English Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a latest study of local authorities, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in the UK reported that 60% of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of playing fields and land to shore up their budgets, but they argue they must continue to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of authorities seeking to generate funds from a fire sale of assets represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and using savings to weather growing financial challenges.”

Specific Cases of Planned Sales

One local authority in southeast England said its property management strategy featured the disposal of a shopping centre in a local town and a social club in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be disposed of under the plan.

Local Levy Increases and Broader Fiscal Strains

The survey of councils in the coalition, which includes several urban centers, further found that over seven in ten of councils will have to raise local levies next April to address the rising cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

Medway council said it will press ahead with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

Research of county councils recently further found council budgets being strained by the increasing figures of children and adults requiring Send support.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms was recently delayed.

Disadvantage and Funding Gaps

According to the latest deprivation measures (IMD) covering English councils, many key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest IMD measures,” said the report.

“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the scale of challenges confronting local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that reflects and responds to the actual extent of deprivation and need,” stated Michael Mordey.

“Without this, councils will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have cut or compromised social care provision in the last year, the study found.
